Recalling the guidelines for reporting under the Convention, the Committee recommends that, in its next periodic report, the State party use the results of the population and housing census of 2022 to provide updated disaggregated data on the ethnic composition of the population, based on the principle of self-identification, on non-citizens, including migrants, refugees, asylum-seekers and stateless persons, and on the prison population. The Committee also recommends that the State party provide detailed information on the access of persons from ethnic minorities to education, employment, health care and housing and their representation in public and political life, where applicable, with a view to creating an empirical basis for assessing the equal enjoyment of the rights enshrined in the Convention.

30. The Committee recommends that the State party ensure that restrictions on freedom of movement conform to the strict tests of necessity and proportionality, are decided upon only by the competent authorities in accordance with the law and do not discriminate on grounds of racial background, nationality, ethnicity or refugee status.

(a) Take concrete measures to prevent and address all forms of discrimination and xenophobia against migrants, refugees, stateless persons and asylum-seekers; 

(c) Adopt a national policy or plan to ensure effective social integration at the local level and provide comprehensive assistance to migrants, refugees, asylum-seekers and stateless persons that includes access to social services and facilitates access to education, work, housing, health, social security and income-generating opportunities; 

(d) Ensure that all applications for international protection received at the border and at reception centres are registered and referred to the relevant authorities and refugee status determination procedures without delay, ensuring the effective identification of stateless persons.
