The Committee urges the State party to strengthen and further develop its national system of registration to ensure that all children born within the national territory are registered, paying particular attention to the most disadvantaged children including Bororo, Baka, Bakola and Mafa children, girls, children living in rural areas, and refugee children. Furthermore, in order to implement effective birth registration, the Committee recommends that the State party:

(a) Create institutional structures with adequate human, technical and financial resources at all levels that allow compulsory, accessible and free birth registration especially in rural and remote areas and refugee camps;

(b) Extend the time period during which obtaining birth registration is free from 30 to 120 days and establish easily accessible registration centres and mobile units for remote and rural areas, giving priority and resources to placing centres in underserved regions which have low rates of birth registration;

(c) Seek technical assistance, inter alia from UNICEF, for the implementation of these recommendations.

The Committee urges the State party to make the civil registration system more accessible at the grassroots level, to ensure allocation of adequate human, technical and financial resources to registration centres and to take further measures, including mobile services, to ensure easy access to registration by the population, including in less accessible areas of the country. The State party should also provide the Committee with relevant data on this issue in its next report.

It urges the State party to provide decentralized registration offices and units with the necessary human, material and financial resources and strengthen its awareness-raising activities in all communities on the importance of birth registration for all boys and girls. Furthermore, the Committee recommends that the State party ensure that unregistered children are not deprived of their rights, notably to health and education.
