(a) Improve the efficiency of the registration process to ensure that information is accurate, particularly for births that take place outside of hospital facilities, and ensure the accuracy of registration details for babies born to young or unmarried mothers;

(b) Strengthen capacity of health personnel on the outer islands to ensure that all births are accurately recorded;

(c) Repeal the reregistration provision in the Legitimacy Act, which requires children born to unmarried parents to be reregistered as a “legitimate child” after the marriage of the parents;

(d) Consider ratifying the Convention relating to the Status of Stateless Persons and the Convention on the Reduction of Statelessness.

(b) Strengthen efforts to establish the nationality of children with undetermined citizenship, under the Civil Code and the Maltese Citizenship Act; 

(c) Establish an effective and efficient statelessness determination procedure, with an identification and referral mechanism for children who are undocumented and at risk of statelessness;

(d) Expedite accession to the Convention relating to the Status of Stateless Persons, of 1954, and consider ratifying the Convention on the Reduction of Statelessness, of 1961, the European Convention on Nationality, of 1977, and the Council of Europe Convention on the Avoidance of Statelessness in relation to State Succession, of 2009;

(b) Consider withdrawing its reservation to the Convention relating to the Status of Refugees and ratifying the Convention on the Reduction of Statelessness, and bringing its national legislation into line with those international instruments, including by establishing safeguards to prevent children from being stateless;
